| Abstract | Este documento apresenta os resultados preliminares das ações tomadas pela Coordenadoria de Observação da Teria (COBT)no sentido de propor alterações nos instrumentos que farão parte da carga útil da Missão CBERS3-4. Para isso a COBT instituiu uma Comissão de Revisão composta por diversos representantes das diferentes áreas de aplicação e de processamento de dados. Os membros desta Comissão tiveram acesso Work Report of the.Joint Working Groups of CBERS 34 de Novembro de 2001 (ttp://sputnik.dpi.inpe.br:1910/rep/dpi.inpe.br/banon/2002/06.06.10.41), preparado por um grupo de trabalho com representantes da China e do Brasil por solicitação da CNSA e AEB, respectivamente. Nesse processo de revisão da proposta original contida no Documento mencionado, a Comissão responsáve, após ampla discussão adotou algumas premissas básicas para as alterações propostas: 1)Atender à necessidade de cobertura global; 2)Focalizar, prioritariamente, as necessidades de informações sobre o território brasileiro que não se encontrem contempladas por outras fontes de dados de sensoriamento remoto em operação e planejadas para a década; 3)Priorizar a resolução temporal oferecida pelo sensor WFI. Esta prioridade deve preceder a outros requisitos, uma vez que, os objetivos de monitoramento da produção agrícola e da cobertura vegetal demandam a aquisição mensal de dados sem cobertura de nuvens, só realizável com revisita inferior a 5 dias. 4)Apresentar caráter complementar aos dos dados adquiridos pela China, para que não houvesse redundância de informações. 5)Representar um desafio tecnológico de modo a incorporar as inovações no campo da engenharia, e no tratamento e extração de informações (análises temporais de dados espaciais). 6)Minimizar impactos das alterações propostas nos demais subsisternas (taxa de transmissão de dados, por exemplo). 7)Concentrar as alterações nos equipamentos de responsabilidade brasileira, uma vez que isso, em princípio, facilitaria a negociação com a CNSA. abstract This document presents the preliminary results of actions taken by the COBT to propose changes to the instruments that will be part of the CBERS3-4 Mission payload. To this end, COBT established a Review Committee composed of several representatives from the different areas of application and data processing. The members of this Committee had access to Work Report of the Working Groups of CBERS November 34, 2001 (ttp: //sputnik.dpi.inpe.br: 1910 / rep / dpi.inpe.br / banon / 2002 / 06.06. 10.41) prepared by a working group with representatives from China and Brazil at the request of the CNSA and AEB, respectively. In this process of reviewing the original proposal contained in the mentioned document, the Commission, after extensive discussion, adopted some basic premises for the proposed changes: 1) To meet the need for global coverage; 2) Focus, as a priority, the information needs on the Brazilian territory that are not contemplated by other sources of remote sensing data in operation and planned for the decade; 3) Prioritize the temporal resolution offered by the WFI sensor. This priority must precede other requirements, since the objectives of monitoring agricultural production and plant cover require the monthly acquisition of data without cloud cover, only realizable with a revisit of less than 5 days. 4) Complementary to the data acquired by China, so that there would be no redundancy of information. 5) Represent a technological challenge in order to incorporate innovations in the field of engineering, and in the processing and extraction of information (temporal analysis of spatial data). 6) Minimize impacts of proposed changes on other subsystems (data transmission rate, for example). 7) To concentrate the changes in the equipment of Brazilian responsibility, since this, in principle, would facilitate the negotiation with the CNSA. | |||
